Downtown Master Plan
Long-range decisions that will shape downtown and the waterfront for decades — including building heights, density, and the public review process.
Why it matters
The Downtown Master Plan (DMP) sets the rules for height, density, and land use across the city core. Proposed changes could add over 1,200 high-rise units along the waterfront corridor, with towers ranging from roughly 18 to 31 stories. Residents are asking for adequate time to review mobility and infrastructure impacts before the plan is finalized.
Coalition position
Draft — pending Board confirmation: Allow adequate time for mobility and infrastructure questions to be answered before the DMP is finalized; support meaningful resident participation in the process.

Traffic & Mobility
How new growth affects congestion, parking, transit, and pedestrian and cyclist safety across the city.
Why it matters
Each major project adds trips to roads that were not designed for this pace of growth. Residents want long-term planning aligned with the County Transportation Master Plan and regional mobility studies, not project-by-project review.

Infrastructure Capacity
Whether water, sewer, drainage, and stormwater systems can support the scale of approved and proposed growth.
Why it matters
Much of the city's infrastructure is aging. Rapid high-density growth raises questions about capacity for water, sewer, drainage, and resilience that residents want answered before, not after, approvals.

The waterfront is a shared public asset. Proposed towers along the corridor raise concerns about shadows on historic neighborhoods, public access, and the health of the Intracoastal ecosystem, seagrass, and manatees.

Why it matters
Dozens of major projects are moving through the pipeline from Northwood to SoSo. Looking at them together — not one at a time — is the only way to understand the cumulative impact on traffic, infrastructure, and neighborhood character.
